Wetland + Stream Investigation for Connector Road Construction

In support of the Johnstown Redevelopment Authority’s (JRA) Johnstown Urban Industrial Park Connector Road project, a Wetland and Stream Investigation was required. The purpose of the study was to identify and evaluate on-site wetland resources and/or undocumented waterways prior to the construction of a connector road, which was to be located on the subject property to support future industrial site development.

Rhea was tasked by TranSystems with performing a Wetland and Stream Investigation on the subject property. Rhea’s responsibilities included a background investigation to identify stream channels within the evaluation area, major soil types and nearby documented wetlands, and a field investigation. The field investigation followed the methodology of the US Army Corps of Engineers criteria for classifying a jurisdictional wetland: (1) the dominance of hydrophytic vegetation, (2) the evidence of wetland hydrology, and (3) the presence of hydric soils. Rhea’s team assessed the property for wetland indicators including dominant plant species, soil saturation, oxidized root zones, and drainage patterns. Lastly, wetland boundaries were surveyed with GPS and later plotted.

As a result of the investigation, Rhea identified a total of three wetland areas and presented the report to the client in May 2020. For each wetland area, Rhea detailed the size, location, and reasoning for wetland classification. Stream channels of the Conemaugh River and Hinckston Run were found within the evaluation area as well. Additional areas of concern, such as outfall pipes and areas of standing water, were identified and depicted for the client. The result of the investigation helped inform the client for current and future site development plans.
