Garfield Glen Affordable Housing Development

Bloomfield-Garfield Corporation sought to develop a new affordable housing development on scattered sites in the Garfield neighborhood with support from the Urban Redevelopment Authority (URA) of Pittsburgh.

For Phase I of the development project, Rhea provided complete surveying for the construction of 50 new affordable housing units scattered throughout several blocks of the Garfield neighborhood in the City of Pittsburgh, comprising a total of approximately three acres.

Rhea was subsequently selected to complete Phase II of the project, comprised of an additional 20 units.  Both phases required extensive coordination between the developer, architect, and regulatory agencies.

Civil design services included the preparation of a site plan, stormwater design, erosion and sedimentation control, grading plan, and site utility plan. Rhea obtained permits from the Allegheny County Conservation District and PWSA, and assisted with zoning approval. Survey services included an existing conditions survey of each unit prior to redevelopment, preparation of lot consolidation and subdivision plans for new unit lots as required, as-built surveys of constructed units, and final ALTA/ACSM surveys.

Project Results from the URA:

Garfield Glen has increased rental housing choices to many neighborhood residents for which homeownership is not presently an option. In accordance with the Low Income Housing Tax Credit (LIHTC) guidelines, the rental units will remain affordable for a 15-year period. At the conclusion of the 15 years, households will be given the option to purchase the units as owner-occupied homeowners.

All units range in size from two-bedroom apartments to four-bedroom townhomes. All of the project homes are affordable to households with incomes at or below 60 percent of the Area Median Income (AMI).
